Proposal Management

The Downes Company offers a full scope of services to assist in the preparation of proposal responses. Our experience in successful submissions for the construction industry includes Architectural-Engineering, Design-Build, Construction Management, Construction Quality Management, and Developer-Managed Facility Services. We have also supported areas outside the federal facilities' program, such as service contracts for operation of management information systems, medical services peer review, manufacturing RFP's, mailroom operations, and record storage.

The Downes Company produces high quality written material and graphics, and can provide proposal management, writing, editing, review, and cost analysis of a project. We have developed pre-qualification packages, management plans, capability statements, schedules of design and construction, small business subcontracting plans, Quality Assurance/Quality Control (QA/QC) plans, architectural and design-build narratives, and Operations and Maintenance (O&M) plans. We incorporate our knowledge of the various components of federal contracting into the proposal process, including project management, project deliverables, Federal Acquisition Regulations FAR, cost administration, and labor management.

The Downes Company analyzes the proposal requirements and develops written and graphic material that combines our client's capabilities and procedures with our knowledge of the owner, their requirements, and history. The result is a tailored, responsive proposal that is written specifically to the owner and the project. This technique has proven to significantly increase our client's competitive position.
